Process:

Areas Consultation: Each IHS Area has conducted a consultation process with I/T/U's to identify policy issues and recommendations related to the reauthorization of the IHCIA,

Regional Consultation: Four regional consultation meetings were held wherein I/T/U's from each Area addressed major policy issues and developed recommendations through a "consensus process". The consensus process required participants to work in break-out groups on the the Titles of 437:

· Title I – Health Professions
· Title II and Title VII – Health Services and Substance Abuse
· Title III - Health Facilities
· Title IV and Title VIII – Access to Services and Misc.
· Title V – Urban Health

Plus participants addressed "cross-cutting and emerging issues" in workgroups:
· Entitlement, Benefits Package and Health Disparity
· Managed Care and Medicaid
· I/T/U Partnerships
· Behavioral Health Issues
· Other Emerging Issues

Draft Reports from each of the four regional meetings were prepared as well as a Final Report on the "Major Issues and Consensus Recommendations for the Consultation Process". This Final Report will be reviewed by the National Steering Committee who will make final changes to the Final Report, primarily focused on resolving issues where consensus was not reached. The Final Report will be the subject for comment at the national meeting.

National Consultation: A national meeting for tribal leaders, urban health providers, federal agencies, states, Members and staff from Congress and other interested parties to provide input and comments on the National Consensus Recommendations.
