Background:
Complex mechanical systems such as the ANMC Automated Energy Conservation Controls are very complex and difficult to initiate in a new facility. A consultant well versed in the complete system is needed to test and bring the system on line to work as designed.

Lessons Learned:
Adopt a commissioning process through an expert consultant to insure that the system is totally operable and is functioning as designed.

Recommended Action:
Adopt a commissioning process for all complex, especially automated programmed, mechanical systems.
