Background:
There was extensive crawlspace beneath the building. Due to budget restraints, the crawlspace floor was originally designed to be exposed earth. During construction the area was paved with concrete.

Lessons Learned:
The earth finish is not acceptable due to dust and potential of vermin. Also, the access is more difficult for maintenance staff.

Recommended Action:
All future crawl spaces should have paved floors in the original design.
