It should be set up as an efficient organization, with authority for each stakeholder to make decisions and resolve disagreements within the agreed upon rules. Lessons Learned: The basic rules and guidelines agreed upon for the Partnership Initiative must be followed throughout the project for it to be successful. Professional facilitators should be utilized to adhere to the Partnership rules.
