- Program Staff contacts Grants Policy to conduct a policy consultation on the announcement process
ANNOUNCEMENTS
- Program Staff develops a Program Announcement to announce funding availability and request applications
APPLICATION EVALUATION
- Program Staff schedule reviews
- Applications are screened by Grants Office; evaluated by reviewers
- Program Staff review evaluation results
- Program Staff mails funding recommendations
NEGOTIATION
- Program Staff negotiate awards
AWARD
- Grant awards are processed
- Grantees are notified
- Unsuccessful applicants are notified
POST-AWARD MONITORING
- DGM and Program Staff monitor grantees performance and reporting
- DGM and Program Staff determine if all grant terms of award have been met
CLOSE-OUT
- Grants are officially closed-out

IHS Grants Cycle Flow Chart
IHS discretionary grant funds are awarded on the basis of a competitive process. IHS reviews applications, through a formal review process, under the guidance of legislative and regulatory requirements and published criteria established by the Program office. The review process gives IHS discretion to determine which applicants best address the stated program requirements and are, therefore, most worthy of funding and carrying out the goals and objectives of the IHS project. The IHS Grants Management Process is implemented during this time in order to accomplish this task.
