  The Office of Inspector General (OIG) of the Department of Health and Human Services (HHS) promotes voluntary development and implementation of a health care compliance plan. The Rapid City Service Unit Comprehensive Compliance Plan identifies internal controls to:

  • promote the prevention of fraud, waste and abuse;
  • ensure adherence to applicable federal and state law; and, Indian Health (IHS) Rules and Regulations;
  • conduct business ethically in support of the Hospital's Mission, Vision, Goals and Standards of Ethical Conduct for Employees of the Executive Branch; and
  • enhance the quality of care provided to patients.

  The Rapid City Service Unit, Chief Executive Officer (CEO), Executive Committee, Department Supervisors and Staff (including contracted and "volunteer" status staff) are committed to create a culture of compliance and encourage active participation in planning, designing, developing, implementing and evaluating Rapid City Service Unit's Compliance Plan which supports the overall mission of the Indian Health Service.

  The Rapid City Service Unit Executive Committee is committed to the appointment and support of a Compliance Officer and Compliance Committee. The Executive Committee understands and supports the commitment of time, energy and resources required in the adoption and implementation of the Comprehensive Compliance Plan. The Rapid City Service Unit Executive Committee recognizes that long term benefits of implementing the program outweigh the costs.

  The Comprehensive Compliance Plan provides a systematic approach for Aberdeen Area Office, the Denver Regional Attorney, Rapid City Service Unit Executive Committee (governance) and its employees to efficiently manage the areas at risk for fraud waste and abuse. The Comprehensive Compliance Plan is especially critical for areas of risk such as providing medically necessary care; accurate and complete documentation of the care provided; avoidance of up-coding, over coding, unbundling and fragmenting the law; billing and collection areas where claims and billing practices are often the focus of government regulation, scrutiny and sanctions. This Comprehensive Compliance Plan will furnish Rapid City Service Unit the opportunity to improve quality and reduce waste, while developing central information coordination and dissemination on Federal and State coding, billing, and collection regulations and procedures.
