Guidelines
- Information should be obtainable with a minimum number of mouse "clicks."
- Pages should be designed for efficient transfer over low-bandwidth connections, which
are still prevalent in schools, homes, and libraries.
- Use a background color when using a background image in the event the user has graphics
turned off.
- Avoid using dark backgrounds.
