Subject:	Delegation of Authority: Designations in Labor-Management Relations Matters
To:	Area Directors

Pursuant to the authority vested in the Director, Indian Health Service (IHS), by the Director, Office of Management, Public Health Service (PHS), on May 5, 1988, and the authority delegated to, the Director of Headquarters Operations on September 21, 1989, by the Director, IHS, I hereby delegate to Area Directors the following authorities for Labor Management Relations:


1.	Designate Collective Bargaining Officials for bargaining units within each Area; and
2.	Designate the Labor Relations Officer for each bargaining unit within the Area.

AUTHORITY TO REDELEGATE

These authorities may be redelegated.

INFORMATION AND GUIDANCE

Requirements and instructions for exercising these authorities are contained in HHS Personnel Instruction 711-1.

SUPERSESSION

None.

EFFECTIVE DATE

This delegation is effective immediately.
