7-8.1  INTRODUCTION

  1. Purpose.  This chapter incorporates the Department of Health and Human Services (HHS), "Human Resources Manual Instruction 575-1, Recruitment, Relocation, and Retention Incentives," dated September 30, 2013 (Manual Exhibit 7-8-A) into the Indian Health Manual (IHM) System.  The Manual Instruction sets out the procedures to guide the Indian Health Service (IHS) in facilitating and providing Recruitment, Relocation, and Retention Incentives.
  2. Background.  This Manual Instruction is promulgated in accordance with the United States Office of Personnel Management regulations found at 5 Code of Federal Regulations 575, Subparts A-C governing recruitment, relocation, and retention incentives.  It incorporates revisions to the regulations up to and effective as of September, 2013.  As required, HHS has established this instruction to govern the use of this incentive authority by Operating Divisions.
  3. Authority.  This Manual Instruction is authorized by Title 5, Chapter 1, Subpart A-C, Part 575, "Recruitment, Relocation, and Retention Incentives." and 5 CFR Part 575 - "Recruitment, Relocation, and Retention Incentives; Supervisory Differentials; and Extended Assignment Incentives"
  4. Policy.  The IHS will adhere to Title 5, Chapter 1, Subpart A-C, Part 575, "Recruitment, Relocation, and Retention Incentives" and 5 CFR Part 575 - "Recruitment, Relocation, and Retention Incentives; Supervisory Differentials; and Extended Assignment Incentives" rules and regulations, by managing the authority through the HHS "Human Resources Manual Instruction 575-1, Recruitment, Relocation, and Retention Incentives," dated September 30, 2013 guidance.
