BACKGROUND:

This transmittal forwards the attached Delegation of Authority Memoranda, Subject:  Delegation of Authority To Approve an Appointment Above the Minimum Rate.  This authority allows delegees to approve an appointment at a rate above the minimum rate of the appropriate grade, under 5 U.S.C. 5333, based on the existing pay and unusually high or unique qualifications of the candidate or special need of the Government for the candidate's services.

Indian Health Manual, Part 1, Chapter 5, Delegations of Authority Memoranda, Subject: Delegation of Authority to Approve an Appointment Above the Minimum Rate, from the Director, IHS, to the DHO; from the DHO to the Associate Director, Office of Human Resources (OHR), and from the Associate Director, OHR, to the Director, Division of Personnel Management.
