BACKGROUND:

This is to transmit a change to the Indian Health Manual, Part 1, Chapter 5 (IHM 1-5), Delegations of Authority.  Attached are copies of Delegations of Authority to establish and maintain Equal Employment Opportunity (EEO) Programs.  The EEO authorities are redelegated pursuant to the authority delegated to the Heads of Operating Divisions by the Director, Equal Employment Opportunity, Department of Health and Human Services, dated September 20, 1995.

MATERIAL TRANSMITTED:

Delegations of Authority memorandums for Personnel Delegation No. 12, Authority to Establish and Maintain EEO Programs, a) from the Director, IHS, to the Director Headquarters Operations (DHO), IHS; b) from the DHO to the Director, Oklahoma City Area, and c) from the DHO to the Director, EEO and Civil Rights Staff (EEO/CRS), and Manual Exhibit 1-5-C, pages 5 and 6.


MATERIAL SUPERSEDED:

Memorandums for personnel delegation No. 12 from the Director to the DHO, and from the DHO to the Director EEO/CRS, dated February 26, 1993, and Manual Exhibit 1-5-C, pages 5 and 6 , dated November 22, 1996, Transmittal Notice (TN) 96-14.


MANUAL MAINTENANCE:

File the attached memorandums behind Tab 12 in your Personnel Delegations of Authority binder.  Remove and discard pages 5 and 6 of Manual Exhibit 1-5-C. dated November 22, 1996 (TN 96-14], and insert the attached pages 5 and 6 , dated JUL 11 1997, TN 97-05.

Log and file this TN in sequential order.
