BACKGROUND:

This is to transmit a change to the Indian Health Manual Part 1, Chapter 5 (IHM 1-5), Delegations of Authority (D/A).  Attached are copies of D/As for the Indian Health Service (IHS) Ethics Program.  The authority to review, consider, and certify or approve Confidential Financial Disclosure Reports and Requests to Engage in outside Activities are redelegated pursuant to the authority delegated to the Director of Headquarters Operations (DHO), as the IHS Deputy Ethics Counselor, from the Special Counsel for Ethics and Designated Agency Ethics Official, Department of Health and Human Services, dated March 7, 1997, and as continued in the D/A dated March 21, 1997.

MATERIAL TRANSMITTED:

Memorandums for Personnel Delegation No. 20, D/A for the IHS Ethics Program: a) from the DHO to All Area Directors and the Chiefs of Engineering Services Branches at Dallas and Seattle; b) from the DHO to Director, Program Integrity and Ethics Staff, and c) from the DHO to the Director, Division of Human Resources.


MATERIAL SUPERSEDED:

Indian Health Manual, Part 1, Chapter 5, Exhibit 1-5.2F-3, dated July 24 , 1985, subject, “To Approve Requests to Engage in Outside Activity and to Review Statements of Employment and Financial Interests.”


MANUAL MAINTENANCE:

Remove and discard IHM Exhibit 1-5.2F-3, behind Tab 20 in your Personnel D/A binders and insert the the attached memorandums.  An updated IHM Exhibit 1-5-C will be distributed under a separate TN.  Log and file this TN in sequential order.
