BACKGROUND:

This is to transmit a copy of the Delegation of Authority (DOA) to Indian Health Service (IHS) Area Directors, to approve Tribal Indian Self-Determination (ISD) requests for contract support cost funding for new or expanded programs.  This DOA, effective for a specific period of time, revises on an interim basis IHS Circular 2001-05, Section 5, Part (C) "Roles and Responsibilities," paragraph (b) "ISD Negotiation."  All other provisions of IHS Circular 2001-05 remain unchanged.

MANUAL MAINTENANCE:

Insert the attached memorandum in the master copy D/A Program Binder at Tab #19.

Log and file this Transmittal Notice in sequential order.
