BACKGROUND

This is to transmit a copy of the Indian Health Manual (IHM), Part 5, Chapter 22, Section 4, “Personnel Security/Suitability.”  This Section is being reissued to revise paragraph 5-22.4H(4) on page 10.  The revised paragraph now requires information technology contractors and Federal employees to have their background checks completed and satisfactory results obtained before they begin working.  A Project Officer or Servicing Personnel Office may request a temporary waiver to address an emergency situation or emergency staffing shortages from the Program Integrity and Ethics Staff.  However, a minimum of 48 hours must be allowed for name checks to be completed before a waiver can be granted.
