BACKGROUND
This is to transmit a copy of the Indian Health Manual (IHM), Part 5, Chapter 22, Section 5, "Non-Federal Payment of Travel Expenses in Cash or In Kind." This section ensures that acceptance of payments for travel, subsistence, and related expenses from non-Federal sources in connection with the attendance of Indian Health Service (IHS) employees at certain meetings or similar functions does not create conflict of interest situations and serves the best interests of the IHS, the Department of Health and Human Services, and the public. The section defines the conditions for acceptance of "in cash" or "in kind" payments on behalf of the IHS by IHS employees and describes the procedures for requesting and accepting such payments.
