BACKGROUND

Delegation of Authority (DOA), Personnel #24, "Indian Health Service Designation of Management Official in Labor Management Relations Matters," is being reissued and designates the Deputy Director for Personnel Functions, Office of Management Services, to serve as the Designated Management Official (DMO) for the Indian Health Service (IHS).  In making this delegation, it is also understood that the responsibilities and authorities of this designation can be carried out by the higher level management officials in the DMO's chain of command.  This includes the Director of the Office of Management Services and the Deputy Director for Management Operations.

The DMO is the senior-level management official and the final management official contemplated at Step 3 of the negotiated grievance procedure.  The DMO is also responsible for all correspondence or other communications between the IHS and Laborer's International Union of North America, Local Unions #205, #888, #1376, #1386 and #1396.
