The ADP has the sole authority in state government to license adult alcoholism or drug abuse recovery or treatment facilities.

In addition to facility licensure, ADP provides a voluntary facility certification process to identify those programs which exceed minimum levels of service quality and are in substantial compliance with State program standards. Certification is available to both residential and nonresidential programs.

The CCLD licenses group homes which are facilities of any capacity and provide 24-hour non-medical care and supervision to children in a structured environment. Group Homes provide social, psychological, and behavioral programs for troubled youths.
