CHARTER
HEALTH PROMOTION/DISEASE PREVENTION POLICY ADVISORY COMMITTEE

  1. PURPOSE.  The Health Promotion/Disease Prevention (HP/DP) Policy Advisory Committee (PAC) is established to provide oversight and guidance for eliminating health disparities through the Director's "HP/DP Initiative."

  2. BACKGROUND. Significant disparities exist in the health status of American Indian and Alaska Native people when compared to the health status of the general U.S. population.  In order to address these long standing health disparities, the Director, Indian Health Service (IHS), developed the "HP/DP Initiative" to focus on proven public health strategies to prevent disease and promote health.  The "HP/DP Initiative" is in keeping with the President's "HealthierUS Initiative" and the Secretary's "Steps to a HealthierUS."  The Director, IHS, established the Prevention Task Force (PTF) and the HP/DP PAC to develop strategic approaches consistent with the IHS strategic plan to identify and promote best practices in HP/DP and to monitor and evaluate the "HP/DP Initiative."

    1. Prevention Task Force.  The PTF consists of program experts in HP/DP drawn from IHS Headquarters (HQ), Area Offices, service units, and Tribes.  The PTF membership includes one representative each from the National Council of Chief Medical Officers, the National Council of Service Unit Directors, the National Council of Clinical Directors, and the National Council of Nurses.  The PTF also includes representatives from HQ, Area, and Tribal health boards, community health directors, and subject-matter experts in diabetes, cardiovascular disease, behavioral health, injury prevention, and maternal and child health.  The PTF members are selected by their respective organizations, and the national program consultants are included as part of their national responsibilities.

    2. Policy Advisory Committee Membership.  The HPDP PAC membership includes:

      1. Two members each from the National Congress of American Indians, the National Indian Health Board, the Tribal Self-Governance Advisory Committee, and the National Council of Urban Indian Health.

      2. Up to six regional Tribal Leaders.

      3. Federal partners from the Operating Divisions and the Office of the Secretary.

      4. Headquarters staff.

  3. RESPONSIBILITIES.

    1. Policy Advisory Committee.  The HPDP PAC carries out the responsibilities and authorities delineated in this circular and additional authorities that may be assigned or delegated by the Director, IHS.  The PAC:

      1. reviews and promotes the findings and strategies of the IHS PTF;

      2. determines priorities and advises on policies to guide the IHS “HP/DP Initiative”; and

      3. identifies partners (collaborators).

      4. The HPDP PAC shall:

      1. Prepare an annual work plan.

      2. Perform an annual self-assessment.

      3. Meet annually in person.

      4. Meet quarterly via teleconference. (Co-Chairs may call additional meetings as needed.)

      5. Provide a report of each teleconference call and each annual meeting to the Director, IHS.

    2. Director, IHS.  The Director, IHS:

      1. approves two members each from the Tribal and Urban Indian health programs listed in 2B(1) to serve on the PAC for a 3-year term,

      2. approves up to six regional Tribal Leaders (who are selected to ensure geographic representation) to serve on the PAC for a 3-year term,

      3. requests other Federal agencies to provide representatives to serve on the PAC for a 3-year term, and

      4. appoints staff from Headquarters to serve on the PAC.

  4. SUPERSEDURE.  None.

  5. EFFECTIVE DATE.  This circular is effective upon the date of signature.
