INDIAN HEALTH SERVICE CIRCULAR NO. 89-06


Effective Date:  May 26, 1989

REORGANIZATION ORDER - DELEGATION OF AUTHORITY

  1. PURPOSE.  To provide all of the program, administrative management, and financial management authorities pertaining to the functions assigned to the respective organizations by the Reorganization Order effective January 4, 1988.

  2. AUTHORITY DELEGATED

    Pursuant to the authority vested in and delegated to me by the Secretary, Department of Health and Human Services, on January 4, 1988, I hereby delegate to the Deputy Director, IHS, Director of Headquarters Operations, the Headquarters Associate Directors, and the Area Office Directors of the Indian Health Service (IHS), the following authorities pertaining to the area of responsibility and functions assigned to their respective organizations which are consistent with previous delegations and the Reorganization Order effective January 4, 1988 (52 FR 47053):

    1. to exercise all of the program authorities based upon enacted legislation,
    2. all of the administrative management authorities (including grant authority), and
    3. financial management authorities.

    I further designate the Associate Director, Office of Administration and Management, the "head of the contracting activity" with authority to redelegate this authority to the extent specified in the Health and Human Services Acquisition Regulations or Federal Acquisition Regulations.  I further designate the Director, Division of Contracts and Grants Policy, as the Principal Official Responsible for Acquisition (PORA).

    Pending issuance of redelegation of these authorities by the respective officials, all delegations or redelegations to any other officer or employee of any organizational element within the respective organizations which were in effect immediately prior to January 4, 1988, shall continue in effect in them or their successors.

  3. INFORMATION AND GUIDANCE

    This delegation reflects the establishment of substructure components within the IHS, specifically, the Division of Contracts and Grants Policy, which is found in the Statement of Organization, Functions, and Delegationsof Authority dated January 27, 1989 (54 FR 4085-4091).

  4. SUPERSESSION

    This delegation supersedes Indian Health Service Circular No. 88-1, Subject:  Reorganization Order - Delegation of Authority, dated January 4, 1988.

  5. EFFECTIVE DATE

    This delegation is effective May 26, 1989.
