Authority Delegated and to Whom: Pursuant to the delegation of procurement authority from Assistant Secretary for Management and Budget to the Assistant Secretary for Health (ASH) on August 3, 1995, raising OPDIY authority to $20,000 competitive and $10 million noncompetitive, and the May 23, 1991, delegation of authority from the ASH to the Deputy Assistant Secretary for Health Management Operations (now Deputy Assistant Secretary for Health (Management and Budget)) for administrative authorities, I hereby delegate to the PHS Agency Heads the authority to acquire information technology resources up to $20 million competitive and $10 million noncompetitive. Redelegation: This authority may be redelegated. Information and Guidance: For FIP resources acquisitions that exceed this amount, officials will seek specific acquisition delegations in accordance with the Federal Information Resources Management Regulations (FIRMR) and Departmental IRM policies. Along with this authority comes the increased responsibility to comply with the FIRMR and Departmental policies. Supersession: This delegation supersedes my delegation of June 20, 1995, to CDC, FDA, and NIH, and my delegation of January 6, 1995, to ATSDR, HRSA, IHS, AHCPR, and SAMHSA. Effective Date: This delegation is effective upon date of signature.
