Subject:	Delegation of Authority for Carrying Out Responsibilities Under Revised Part 30 of the General Administration Manual, Environmental Protection
To:	Area Directora

Pursuant to the authority vested in the Director, Indian Health Service, by the Reorganization Order of January 4, 1988, (52 FR 47053), which elevated the Indian Health Service to a PHS Agency, and in accordance with authority delegated to PHS Agency Heads by the Acting Director, Office of Management, PHS, on June 2, 1980, and redelegated to the Director of Headquarters Operations on September 21, 1989, I hereby delegate to the Area Directors the following authority:

To carry out the requirements of Federal environmental laws, executive orders, and regulations in accordance with the Department of Health and Human Services policies and procedures contained in revised Part 30 of the General Administration Manual, Environmental Protection within your respective areas.

AUTHORITY TO REDELEGATE

This authority may be redelegated.

RESTRICTIONS AND LIMITATIONS

This delegation excludes: (1) the authority to approve the designation of actions which have been categorically excluded from the environmental review process by the Assistant Secretary for Health with concurrence of the Assistant Secretary for Management and Budget, and (21 the authority to issue regulations.

SUPERSESSION

This delegation supersedes Exhibit l-5,BP,-18, Subject: Environmental Protection, Indian Health Manual, Part 1, Chapter 5, Delegations of Authority, Transmittal Notice 89.3, dated June 26, 1989.

EFFECTIVE DATE

This delegation is effective upon date of signature.
