AUTHORITY DELEGATED AND TO WHOM

Pursuant to the authority delegated to the Director, Indian Health Service (IHS), by the Deputy Assistant Secretary for Health Operations and Director, Office of Management, Public Health Service (PHS), on November 22, 1989, concerning the authority to approve reorganization proposals, I hereby delegate to the Deputy Director, IHS, the authority to approve reorganizations at the fourth echelon level or below for IHS.

REDELEGATION AND RESTRICTIONS

This authority may not be redelegated.

The approval authority for 1st echelon (IHS as an agency1 and 2nd echelon (IHS Headquarters Offices and Area Offices) organization levels is retained by the Secretary.  Approval authority for 3rd echelon (Offices within an Area Office and Headquarters Divisions) is retained by the Director, IHS.  The reorganization of IHS medical centers (Phoenix, Gallup, and Alaska) may only be approved by the Director or Deputy Director, IHS.

INFORMATION AND GUIDANCE

Consultation with the Assistant Secretary for Health is required before the approval of a reorganization which is expected to create significant interest from individuals or entities within or outside the Department.

Exercise of this authority shall be in accordance with General Administration Manual Chapter HHS 8-60 and any PHS or IHS supplements thereto.
