AUTHORITY DELEGATED AND TO WHOM

Pursuant to the authority delegated to the Director, Indian Health (IHS), by the Director, Office of Management, Public Health Service, on May 5, 1988 and the authority delegated to the Director of Headquarters Operations on September 21, 1989, by the Director, IHS, I hereby designate the Associate Director, Office of Human Resources (OHR), IHS, as the Collective Bargaining Official for any Headquarters bargaining unit.  In addition, I hereby delegate to the Associate Director, OHR, the authority to designate the Labor Relations Officer for any Headquarters bargaining unit.

AUTHORITY TO REDELEGATE

The authority to designate the Labor Relations Officer may be redelegated.

Requirements and instructions for exercising these responsibilities are contained in the Department of Health and Human Services (HHS) Personnel Instruction 711-1.

SUPERSESSION

Memorandum from the Director of Headquarters Operations to the Associate Director, Subject:  Office of Administration and Management, Delegation of Authority:  Designation for Labor-Management Relations Matters, dated November 21, 1989.

EFFECTIVE DATE

This delegation is effective immediately.
