Pursuant to the authority delegated to the Associate Director, Office of Human Resources (OHR), by the Director of Headquarters Operations on December 28, 1992 , I hereby designate the Employee Labor Relations Specialist, Division of Personnel Management, as the Labor Relations Officer for any Headquarters bargaining unit.
