Authority Delegated and to Whom

1. Pursuant to the authority delegated to the Director of Headquarters Operations (DHO), Indian Health Service (IHS), by the Director, IHS, on January 27, 1998, I hereby delegate to the Area Directors, for their Area Offices, the authority to:

   1. Approve irregular, occasional, or regularly scheduled overtime payment for work performed at the work site, at home, or at other alternative work sites.

   2. Approve additional annual compensation as authorized under 5 Code of Federal Regulations (CFR) 550.141 and 550.151, "Standby and Administratively Uncontrollable Work."

   3. Approve other premium pay authorized by 5 United States Code (U.S.Code), Chapter 55 and 5 CFR Part 550.

   4. Determine that an emergency situation exists for the purpose of permitting pay limits in 5 U.S.Code 5547 to be exceeded.

   Redelegations and Restrictions

2. Authorities 1a. and 1c. above may be redelegated. Authorities 1b. and 1d. above may not be redelegated.

   Information and Guidance

3. Requirements and instructions for exercising these authorities are contained in the Health and Human Services Personnel Instruction 550-1, “Premium Pay.”

   Prior Delegations

4. This delegation of authority supersedes the “Delegation of Authority to Approve Premium Pay” memorandum dated January 27, 1998, from the DHO to the Area Directors.

   Effective Date

5. This delegation is effective on the date of signature.
