SUBJECT: Delegation of Authority to Approve Premium Pay

Authority Delegated and to Whom

  1. Pursuant to the authority delegated to the Director, Indian Health Service (IHS), by the Assistant Secretary for Management and Budget, dated June 12, 1996, HHS Personnel Instruction 550-1, I hereby delegate to the Director of Headquarters Operations, for IHS, the authority to:

    1. Approve irregular, occasional, or regularly scheduled overtime payment for work performed at the work site, at home, or at other alternate work sites.

    2. Approve additional annual compensations as authorized under 5 Code of Federal Regulations (CFR) 550.141 and 550.151, "Standby and Administratively Uncontrollable Work."

    3. Approve other premium pay authorized by 5 United States Code (U.S. Code), Chapter 55, and CFR Part 550.

    4. Determine that an emergency situation exists for the purpose of permitting pay limits in 5 U.S. Code 5547 to be exceeded.

Redelegations and Restrictions

  1. These authorities may be redelegated with further redelegation authorized.

Information and Guidance

  1. Requirements and instructions for exercising these authorities are contained in the Health and Human Services Personnel Instruction 550-1, "Premium Pay."

Prior Delegations

  1. This delegation of authority supersedes the delegation of authority memorandum from the Director, IHS to the Director of Headquarters Operations, Subject:  Delegation of Authority to Approve Overtime, dated May 24, 1994.

Effective Date

  1. This delegation is effective upon date of signature.
