SUBJECT: Delegation of Authority to Determine Action on Within-Grade
Increases and Delegation of Authority to Determine Quality Step
Increases
AUTHORITY DELEGATED AND TO WHOM
Pursuant to the authority delegated to the Director, Indian Health Service
(IHS), by the Director, Office of Management, PHS, on April 7, 1988, and
redelegated to the Director of Headquarters Operations on September 21, 1989,
I hereby delegate to the official next in line over the supervisor who made
the initial negative determination the authority to reverse or sustain a
negative determination upon request of an employee for reconsideration. Any
official who has line authority over the reconsideration official also has
this delegated authority.
AUTHORITY TO REDELEGATE
The above authority may not be redelegated.
RESTRICTIONS AND LIMITATIONS
On December 2, 1986, the Assistant Secretary for Personnel Administration
delegated directly to all immediate supervisors:
(1). the authority to make favorable and negative level of competence ,
determinations for periodic within-grade .increases for the
employees under their supervision; and .
(2) the authority to recommend quality step.increases and to concur
and nonconcur'in quality step increases for the employees under
their supervision.
INFORMATION AND GUIDANCE
For personnel staffs of each IHS Area, these authorities are delegated through
Regional Directors (for personnel staff of each IHS Area that has its Area
Office in their respective regions), Regional Personnel Officers, and IHS Area
Directors to supervisors of the IHS Area personnel staffs.
Information and guidance for exercising this authority are found in 5 CFR 531,
Subpart 0, and HHS Instruction 531-4.
SUPERSESSION
This delegation supersedes the delegation located in Indian Health Manual Part
1, Chapter 5, Delegations of Authority, Exhibit l-5.2F-6, Subject: To
Determine Actions on Within-Grade Increases, TN 85.2, dated January 4, 1985;
and Exhibit l-5.2F-13, Subject: To Determine Action on Quality Step Increases
(QSI), TN 85.2, dated January 4, 1985;
EFFECTIVE DATE
This delegation is effective upon date of signature.
