Subject: Delegation of Authority to Approve Payment of Travel and Transportation Expenses to First Post of Duty for New Appointees

Authority Delegated and To whom
1. Pursuant to the authority delegated by the Assistant Secretary for Personnel Administration (ASPER)
to the Assistant Secretary for Health on April 8; 1991; and the January 14; 1991: Delegation of
Personnel Administration and Personnel Management Authorities from the Acting
Assistant Secretary for Health to the Deputy Assistant Secretary for Health Management Operations;
PHS; I hereby delegate to the PHS Agency Heads the authority to:
a. approve payment of travel and transportation expenses to the first post of duty for new appointees
for positions within their respective agencies; and,
b. waive the employment agreement required by law to remain in Government service fora period of one year from the date of appointment or transfer when the reason for early separation is one that is beyond the control of the employee for positions under their respective appointing authorities;
Redelegation and Restrictions
2. The authority delegated in paragraph l.a. may be redelegated with further redelegation authorized. The
authority delegated in paragraph 1.b: may be redelegated with further redelegation authorized to
the PHS agency personnel officers for positions within their respective appointing authorities.
Information and Guidance
Requirements and Instructions for exercising this authority are contained in USOPM interim
regulations, HHS Personnel Instruction 571-l (amended April 8, 1991) and PHS Personnel
Circular 571-l.
Prior Delegations
This delegation supersedes the October 14, 1988, Delegation of Authority to Determine Manpower
Shortage for Particular Positions; Payment of Travel and Transportation Expenses to First Duty Station
and Authority to Waive the Twelve Month Service Agreement from the Director, Office of
Management; PHS to the Director, Office of Personnel Managemeat, OM/PHS.
Effective Date
This delegation is effective upon date of signature.
