This transmittal forwards the organization and functional charts for the Aberdeen, Billings, and Phoenix Area Offices.  The Billings and Phoenix Area charts represent initial material for these offices.  The Aberdeen Area chart is a reissue with editorial changes in the functional statement for its Program Planning and Evaluation Office.
