BACKGROUND:

The purpose of this transmittal is to forward the attached Delegation of Authority that authorizes the Director, Office of Tribal Self-Governance, for application IHS-wide (except for the Alaska Area), to approve amendments to Self-Governance Annual Funding Agreements (AFA) under Title III of the Indian Self-Determination Act (ISDA), as amended, that do not require renegotiation.
