BACKGROUND

This is to transmit a copy of the Indian Health Manual (IHM), Part 7 , Chapter 2, "Merit Promotion Plan," which establishes the Indian Health Service (IHS) policies and procedures to be followed when filling positions in the IHS which are not part of a recognized bargaining unit and for which no negotiated agreement exists which alters these procedures.  The plan implements the merit promotion policies and procedural requirements issued by the Office of Personnel Management in 5 Code of Federal Regulations 335, the Department of Health and Human Services Instruction 335-6, and provisions governing the filling of IHS positions contained in Part 7, Chapter 3, "Indian Preference," IHM.  This plan must be used in conjunction with Part 7, Chapter 1, "Excepted Service Examining Plan," IHM.
