DISCUSSION:
This chapter establishes the Indian Health Service (IHS) policies, procedures, guidelines, and responsibilities for implementing the Federal Managers' Financial Integrity Act (FMFIA) of 1982, Public Law 97-255. The FMFIA requires that Federal agencies establish and maintain management control systems that meet the minimum standards set by the Comptroller General of the United States as defined in Section 5-16.3 of this chapter.
