Transmittal Notice 2009-05

BACKGROUND:

The purpose of this Transmittal Notice (TN) is to transmit a copy of the revised Part 5, Chapter 16, “Management Control Systems,” Indian Health Manual (IHM).  This chapter provides the Indian Health Service (IHS) policies, procedures, guidelines, and responsibilities for implementing the Federal Managers’ Financial Integrity Act (FMFIA) of 1982, Public Law 97-255.  The FMFIA requires that Federal agencies establish and maintain management control systems that meet the prescribed standards set by the Comptroller General of the United States as defined in Section 5-16.3 of this chapter.

Remove and discard IHS Circular No. 90-3, “Area Office Administrative Reviews,” dated April 26, 1990.

Remove and discard Part 5, Chapter 16, “Management Control Systems,” IHM, dated February 18, 2005, in its entirety and insert the attached copy of the revised Part 5, Chapter 16, “Management Control Systems,” IHM, including the chapter Table of Contents, in its place after Part 5, Chapter 15, IHM.  Log and file this TN in sequential order.
