BACKGROUND

The purpose of this Transmittal Notice (TN) is to transmit a copy of the Part 3, Chapter 30, "Chronic Non-Cancer Pain Management," Indian Health Manual (IHM).  This chapter establishes the policy and procedures for the management of patients with chronic non cancer pain and clarifies the Indian Health Service (IHS) position on pain control and the related use of controlled substances.  The IHS will ensure the appropriate management of chronic non cancer pain in order to improve patient's daily function and quality of life.  The IHS will promote prompt and effective assessment, diagnosis, and appropriate treatment of chronic non cancer pain; and will facilitate the ability of patients and their families to communicate new or unrelieved pain.  The IHS will familiarize staff, patients, and their families with the available and appropriate pain management options; and will promote active patient and care team participation in the management of chronic pain.
