EHR Incentive Payments and Time Lines

Overview

Since 2011, EHs and EPs have had the opportunity to receive EHR incentive payments from Medicaid and/or Medicare for adopting, implementing, and upgrading certified EHR technology.

To demonstrate MU, EPs and EHs must meet specific requirements as defined by Centers for Medicare and Medicaid Services (CMS). These requirements are explained in the CMS Final Rule, Stage 1 Exit Disclaimer: You Are Leaving www.ihs.gov and Stage 2 Exit Disclaimer: You Are Leaving www.ihs.gov.

Medicare EPs and EHs who do not demonstrate MU in FY/CY 2013 will be subject to a payment adjustment to Part B claims in FY/CY 2015. Note, however, that Medicare payment adjustments for Critical Access Hospitals (CAHs) will be based on the year of payment. (Medicaid payments will not be subject to these adjustments.)

Before receiving EHR incentive payments from Medicaid or Medicare (or both for qualifying IHS hospitals), EPs and EHs must register and prove (attest) that they have adopted or meaningfully used certified EHR technology and met all of the eligibility requirements.
