Performance Measures and Stages
The Centers for Medicare and Medicaid Services (CMS) provides EHR incentive payments for EPs and EHs that adopt, implement, upgrade, or demonstrate MU of certified EHR technology. The CMS Final Rule details performance measures that must be met by EPs or EHs in order to qualify for these EHR incentive payments. The measures are divided into two categories: core objectives and menu set objectives. State Medicaid programs must have the same measure requirements as the Medicare program, but states have the flexibility to move core objectives to the menu set. Read your State Medicaid Health Plan (SMHP) for details.
To demonstrate MU, these performance measures must be met in three stages, each successive stage with additional requirements. Click on the links below for more information.
- Stage 1: 2011 - 2013 (collect and share data)
- Stage 1: 2014 -2015 (collect and share data)
- Stage 2: 2014 - 2015 (implement advanced clinical processes)
- Stage 3: 2016+ (improve patient outcomes)
