    Financing Health Care
At the completion of this unit, participants will be able to:
  • Describe the process for funding the IHS, tribal, and urban health programs
  • List the key steps in the distribution of appropriated funds
  • Describe how managed care affects funding.
  • Understand the terminology and jargon used to describe funding activities.
  • Understand the impact of GPRA (Government Performance and Results Act) on the budget process
  • Understand the limitation of the IHS budget and how to partner or collaborate for additional resources.

Monday Afternoon      1:00 PM - 6:00 PM with 30 minute break

    Budgets and Finances
At the completion of this unit, participants will be able to:
  • Know where the financial resources are to run a successful health program
  • Define the following terms: M& M, collections, line item budgets, carry over
  • Discuss the fundamentals of formulating and executing a budget
  • Use the components of an employee's salary and benefits table to calculate personnel costs
  • Discuss local budgets and how to spend funds appropriately
  • Describe the structure and process of the IHS contract health services (CHS) program
  • Build, read and use a spreadsheet
  • Ask probing questions regarding a budget and the soundness of its formulation
  • Meet regulations in a cost-effective manner

    Integrity and Ethics
At the completion of this unit, participants will be able to:
  • Define ethical behavior and why the leader's behavior is important to the organization
  • Demonstrate how to set an example
  • Set the tone for the organization
  • Describe the impact of values on integrity and ethics
  • Discuss the importance of developing respect and trust
  • Demonstrate how to develop trust
  • Discuss the ethics of rationing health care

    Decision Making and Presentation of Multidisciplinary Case Studies
At the completion of this unit, participants will be able to:
  • Demonstrate how to take a stand and say no
  • List techniques to overcome inertia
  • Demonstrate the process of decision making: Plan, do, check and act
  • Understand the scope, impact and accountability of a decision
  • Describe the critical factors needed to be assessed before a decision is made
  • Describe the differences between consensus and individual decision making
  • Demonstrate the courage to take a stand
  • Know the difference from a clinical-administrative and political decision
  • Make a presentation to senior level executives showing competent decision making

Wednesday      8:00 AM - 12:00 PM with 15 minute break
    Data and Information Systems
At the completion of this unit, participants will be able to:
  • Describe information systems and tools currently available at the participant's facility
  • Use techniques to obtain data and how to utilize it effectively
  • Recognize resources to expand the capability of the participant to obtain data
  • Describe the capabilities and limitations telemedicine at their facility
  • List the resources for obtaining information
  • Demonstrate how to use Internet, Intranet and e-mail

Wednesday      1:00 PM - 5:00 PM with 15 minute break

    Law
At the completion of this unit, participants will be able to:
  • List the most important laws that affect each type (I/T/U) of Indian health program
  • List the major laws related to health care
  • Understand how to prevent putting self, employees and patients at legal risk
  • Understand the key points of EEO law as executives of the organization
  • Identify their legal consultants and representatives within the organization
  • Understand the procedures to be followed when subpoenaed for records or personal appearance

Thursday Morning      8:00 AM - 12:00 PM  with 15 minute break
    Strategic Planning
At the completion of this unit, participants will be able to:
  • Describe the framework and processes for strategic planning and implementation
  • Create a strategic plan
  • Document progress and keep strategic planning on track

Lunch       12:00 PM - 1:00 PM

Thursday Afternoon      1:00 PM - 6:00 PM with 15 minute break

    Decision Making and Multidisciplinary Case Study Presentations

Friday Morning      8:00 AM - 12:00 PM  with 15 minute break
   
Building Constructive Relationships
At the completion of this unit, participants will be able to:
  • Understand the requirements for having constructive relationships with each of the following: tribes, employees, tribal leaders, state governments, and counties.
  • Appreciate the need for and cultivate the capacity for political savvy.
