HEALTH SERVICES TO NON-BENEFICIARIES
AT REMOTE FACILITIES

As P.L. 90-364 restricts the personnel resources for the Division, optional health services for non-beneficiaries at our remote facilities pursuant to P.L. 90-174 will not be available.  Accordingly, Section 2-4.7 (Transmittal Notice No. 68.3, dated July 25, 1968) of the Division of Indian Health Manual will not be implemented pending receipt of further clarification and guidelines regarding personnel resources for the Division.

The Indian Health Area Directors will advise all Service Unit Directors of the designated facilities that services to non-beneficiaries under P.L. 90-174 will not be available.  Emergency care, however, will continue to be provided.

This circular is not applicable to the Alaska Native Health Area where services will continues to be provided to non-beneficiaries pursuant to statutory authority under 48 U.S.C. 49.
