SUBJECT: Delegation of Authority, Administrative #4, "Federal Claims Collection Act as Amended, 31 United States Code 3711"

AUTHORITY DELEGATED

Pursuant to the authority delegated from the Deputy Assistant Secretary for Health (Management and Budget) to the Public Health Service Agency Heads, dated July 27, 1995, I hereby delegate to the officials listed below, the authority to compromise, terminate debts, or suspend collection of claims of $20,000 or less, exclusive of interest, under the Federal Claims Collection Act, as amended, 31 United States Code 3711, insofar as such authority relates to the activities of the IHS.

AUTHORITY TO REDELEGATE

This authority may be redelegated to individuals designated as Claims Collection Officers within the IHS Headquarters and Area Offices.

RESTRICTIONS AND LIMITATIONS

This authority shall be exercised with pertinent legislative, regulatory, and procedural provisions, including those under the Federal Claims Collection Regulations, 45 Code of Federal Regulations Part 30, and the Department of Health and Human Services General Administration Manual, Part 4, Chapters 4-50 through 4-70.

SUPERSESSION

This delegation supersedes the previous delegation of authority located in the Indian Health Manual, Administrative Delegation #4, dated November 2, 1995.

EFFECTIVE DATE

This delegation is effective on date of signature.
