Project Description 

The Division of Behavioral Health (DBH) and the National Patient Information Reporting System (NPIRS) formed a partnership to develop a "version 1" Behavioral Health data mart. The data mart is much more than providing simple statistics to Behavioral health related data. The data mart includes the ability for senior IHS leadership and DBH staff to access two of the most critical health issues in Indian country - Suicide and Methamphetamine activities. The application includes a number of "core" reports defined by DBH staff for both Suicide and Methamphetamine issues. The reports provide the ability to look at each health issue from the national, area (regional), service unit or facility level. Access is provided via a web browser and can be accessed anytime through the IHS "internet".

The data mart provides core reports such as: Total Suicide Forms on File; Suicide Trends; Suicidal activity by ideations with plan and intent, actual suicide attempts, completions and completions with homicides. For Methamphetamine data, core reports available include: Total PCC Encounters Related to Methamphetamine; Methamphetamine Trends; Reports by Age and Gender and Number of Unduplicated Patients Treated for Methamphetamine. In addition to these core reports, the data mart also provides Government Performance and Results Act (GPRA) reports relating to Fetal Alcohol Syndrome (FAS) Screening, Domestic Violence/Intimate Partner Violence Screening and Depression Screening. The application provides the ability to generate reports "on the fly" by actual encounter date range and both Fiscal or GPRA years. Both sets of reports can be generated by GPRA year, Fiscal year or date specific time periods.

The Methamphetamine portion of the DBH web application makes full use of the IHS' National Data Warehouse project jointly developed by the Office of Information Technology (OIT) and the NPIRS program. The Suicide portion of the DBH application makes full use of the "Suicide Report Form" exported from the RPMS Behavioral Health package to National Programs.

Project Scope 

The Behavioral Health data mart project provides access to core Behavioral Health reports for all sites exporting data to the National Data Warehouse project (Methamphetamine) or the Suicide Report Form exported from the RPMS Behavioral Health package.

The application provides the ability to generate aggregated national, area (regional), service unit and facility level reports. Access is controlled by both user id and passwords. The level of report(s) available to the user is dependent upon his/her approved access "level". Access privileges are controlled by DBH staff.

Mission 

The mission of the Indian Health Service is to raise the health status of the American Indians and Alaska Native people (AI/AN) to the highest possible level. The National Patient Information Reporting System (NPIRS) supports that mission by providing access to data and information to important health issues relating to American Indians and Alaska Natives served by the Indian Health Service. By providing access to national and regionally aggregated data, the Indian Health Service now has immediate access to data that can be used to report and track important health issues relating to "Indian country". The data can also be used for advocacy purposes.

The NPIRS program utilizes electronic export processes in place to move data from local health care organizations where treatment is provided on to National Programs. The NPIRS program utilizes two major data sources to report information within this application. One source is the National Data Warehouse (NDW) containing patient level encounters from both Resource Patient Management System (RPMS) sites as well as non-RPMS sites that have mapped to the industry standard HL7 formats needed by the National Data Warehouse project to load and process data. The second data source is the RPMS Behavioral Health Package which includes a "Suicide Report Form" completed by health providers when any suicidal gesture is treated and documented.

The goal of this NPIRS application is to tell the "IHS story" and provide immediate access to data/information to appropriate staff for program management, intervention and advocacy purposes.
