Dear Tribal Officials and Indian Healthcare Program Directors:

On August 1, Dr. Yvette Roubideaux, the Acting Director of the Indian Health Service (IHS), announced a new application cycle for the IHS Joint Venture Construction Program (JVCP) beginning with the initial Pre-Application phase.  The purpose of the Pre-Application phase is to determine if a proposed project is eligible for consideration and has the potential for successful competitive selection. 

The competitive JVCP is available to all federally recognized American Indian and Alaska Native Tribes and Tribal organizations who use non-IHS funds to construct a tribally-owned health care facility.  The health care facility must meet IHS design criteria and approval.  In exchange, the IHS through the negotiation and execution process agrees to request appropriations for the operation and maintenance for a 20-year period.   The overall JVCP four step selection process includes:

Pre-application phase
Final Application phase for selected applicants
Preparation and submission of planning documents for IHS approval
Negotiation and execution of a JVCP agreement

All necessary documentation and signatures required in the Pre-Application phase must be SUBMITTED by CLOSE OF BUSINESS on SEPTEMBER 12, 2014 to IHS/California Area Office at:
