Dear Tribal Leader, CATAC Member, and Program Director:

On behalf of Dr. Yvette Roubideaux, Acting Director, Indian Health Service (IHS), and the California Area IHS, it is my pleasure to announce that a “Notice to Proceed” has been issued for construction of the Southern California Youth Regional Treatment Center (YRTC).

The base contract was awarded to Cox Construction Company, Vista, CA.  The Notice to Proceed established the start date for the construction contract as November 3, 2014.  With 410 calendar days to complete construction, the scheduled date for completion is December 18, 2015.

The IHS Division of Engineering Services–Dallas (DES-Dallas) office provides professional architectural, engineering, project management, and acquisition services in support of construction of new IHS facilities such as the Southern California YRTC.  The DES-Dallas, in consultation with the California Area IHS, will have overall responsibility for managing the contract for construction of the Southern California YRTC.  We look forward to the start of construction to reach our shared goal of having a complete and operational facility to meet the healthcare needs of Native American youth in California.

Please be assured that the California Area IHS continues planning activities in anticipation of congressional approval of the President’s FY 2015 Budget for design and construction of the Northern California YRTC.
