  1. PURPOSE.  This circular establishes Indian Health Service (IHS) wide policy pertaining to overtime pay to employees on non-reimbursable details outside the Department of Health and Human Services.

  2. BACKGROUND.  On September 14, 1986, the Department of Health and Human Services established the policy that HHS employees on non-reimbursable details outside of the Department will not be given overtime pay from HHS - appropriated funds.

  3. POLICY.  Indian Health Service will not pay overtime pay from IHS appropriated funds to employees on non-reimbursable detail outside the Department of Health and Human Services.  If overtime is required, arrangements should be made with the organization to which the employee is assigned to transfer to the Indian Health Service the full amount necessary to cover the cost.

EFFECTIVE DATE:  This policy is effective September 14, 1986.
