CHAPTER 5
DELEGATIONS OF AUTHORITY

SUBJECT:  USE OF DEPARTMENT FACILITIES FOR NON OFFICIAL-PURPOSES

Pursuant to the authority vested in the Director, Indian Health Service, by the Reorganization Order of January 4, 1988, (52 FR 47053), which elevated the Indian Health Service to a PHS Agency, and in accordance with delegation to PHS Agency Heads by Acting Director, Office of Management, on October 3, 1979, I hereby delegate the following authority:

To approve the temporary use for non-official purposes of those special purpose facilities within their respective jurisdictions and under the custody and accountability of this Department excluding the Parklawn Building in Rockville, Maryland and within one and one half mile radius as indicated below:

AUTHORITY TO REDELEGATE

This authority may not be redelegated.

RESTRICTIONS AND LIMITATIONS

This delegation excludes (1) The Parklawn Complex (The Parklawn Complex facilities consist of the Parklawn Building, and all structures occupied in whole or in part by PHS personnel within a 1-1/2 mile radius of it, including outdoor space); (2) the Humphrey and HHS North Buildings; and (3) regional offices.

INFORMATION AND GUIDANCE

The policies and procedures for exercising this authority are contained in Chapter 13-20 of the HHS General Administration Manual.

The HHS General Administration Manual (GAM) Chapter 13-20, paragraph 13-20-20B sets forth policies covering the exercise of delegated authority pertinent to buildings for which PHS has custody and responsibility.

As noted in paragraph 13-20-20A of GAM chapter 13-20, the GSA Buildings Manager is responsible for approving all requests". . . for use of conference rooms, classrooms, and auditoriums . . ." for all GSA-assigned buildings.  However, a designated HHS facilities manager within the bureaus, installations, etc. is responsible to ensure that the office and/or individual designated as the facilities manager at the various levels within IHS be identified to all IHS staff.

The facilities manager of the Parklawn Complex is the Director, Administrative Services Center, O/M.

SUPERSESSION

This delegation supersedes Exhibit 1-5.2E-8, Subject:  Use of Department Facilities for Non-Official Purposes, Indian Health Manual, Part 1, Chapter 5, Delegations of Authority, Transmittal Notice 85.2, dated January 4, 1985.

EFFECTIVE DATE

This delegation is effective upon signature.
