Please join us for an important informational call to learn more about the Indian Health Service’s (IHS) COVID-19 Pandemic Vaccine Draft Plan which was released October 14. Agency representatives will provide an overview of the plan, share a summary of Tribal comments they have received on it, and outline an expected timeline for finalizing the plan. NIHB will also be joined by representatives from the Centers for Disease Control and Prevention (CDC). CDC will provide information on the process states are following to submit their vaccine plans, and an update on the progress to date. After these presentations, participants will be given an opportunity to ask questions. NIHB urges all Tribes to participate in the call, but for those that cannot join us live, we will post a recording of the session on our website so that Tribes can access the materials after the event.

RADM Chris Buchanan, Indian Health Service (IHS)

Rear Adm. Chris Buchanan, an enrolled member of the Seminole Nation of Oklahoma, is Deputy Director of the Indian Health Service (IHS). Rear Adm. Buchanan leads and oversees IHS operations to ensure delivery of quality comprehensive health services. He ensures that IHS provides for the full participation of Tribes in programs and services and helps to establish and track the goals and metrics through which the IHS U.S.-federal-government-operated, or “direct service,” health care program improves outcomes. Rear Adm. Buchanan ensures IHS services are integrated across all levels of the agency and engaged with other Operating Divisions of the Department of Health and Human Services and external partners, including states and national organizations.

RADM Francis Frazier, Indian Health Service (IHS)

Rear Adm. Francis Frazier is the Director for the Indian Health Service Office of Public Health Support (OPHS) at IHS Headquarters. As Director of OPHS, Rear Adm. Frazier leads the team that provides nationwide research and public health response activities for IHS. OPHS oversees disease epidemiology, prevention, and control activities for both infectious and chronic diseases. OPHS produces statistical information and publications on American Indian and Alaska Native health widely used by policymakers, journalists, and health administrators. Frazier is an enrolled member of the Cheyenne River Sioux Tribe.

The National Indian Health Board (NIHB) works to ensure Tribes have the technical assistance and latest information to make policy decisions on matters of health care and public health. We are actively engaged in supporting Tribes during the COVID-19 crisis. As part of this effort, NIHB held a webinar on Friday, September 25th with information on vaccine planning. The webinar included an overview of the federal government's COVID-19 vaccine planning activities and highlighted considerations for Tribal Leaders and health organizations serving Tribal and urban Indian communities making decisions on vaccine distribution. The Indian Health Service (IHS) released its draft plan on October 14, 2020.
