Summary: Tuba City Regional Health Care Corporation, a Joint Commission accredited health center, provides services to a 6,000 square mile area and serves as a referral center for the western part of the Navajo and Hopi Reservations. Tuba City, AZ is located in Northeast Arizona on the land known as the Colorado Plateau. This semi-desert landscape varies in elevation from 4,400 in the Little Colorado River Valley to nearly 7,000 feet at Preston Mesa. The staff of medical providers includes surgeons, general medical officers, internal medicine, psychiatrists, pediatricians, family practice physicians, obstetricians, ENT specialists, orthopedic surgeons, and urologists. Dental staff includes general dentists, endodontists, oral and maxillofacial surgeons, pediatric dentists, dental assistants and hygienists. The nursing staff includes registered nurses, licensed practical nurses, nursing assistants, community health nurses, nurse practitioners, nurse midwives, CRNA, and community health medics.

The Director of Pharmacy is responsible for directing a comprehensive pharmaceutical services program for inpatient and out Outpatient services of the hospital and ancillary clinics. The Director is expected to plan, organize and set priorities for the department and incorporate these plans with the needs of the corporation.
Duties: 1) The Director of Pharmacy assures that the pharmacy program services for over 140,000 annual patient visits and over 180,000 facility prescriptions are provided in a safe and effective manner at all organization locations. The Director is responsible for managing all pharmaceutical care programs, all prescription distribution functions, pharmacy budget and inventory management, clinical and non-clinical program development, clinical and community relations and accreditation compliance. Assures that the staffing, staff skill levels and clinical and non-clinical programs are appropriate to meet the pharmacy needs of the facility. 2) Advises the Chief Ancillary and Chief Medical Officer on the development and direction of the pharmacy program 3) Advises and assists in implementation of facility-wide materials management 4) The Director assures the department has an active Pharmaceutical Care Program. The program includes chronic disease management or chronic medication refill programs. Assures all Pharmacy staff is credentialed and privileged and competencies are maintained at the appropriate level. Works with the Medical Staff and other clinical departments to develop and the overall Pharmaceutical Care goals and objectives 5) Works with the Chief Ancillary Officer, Chief Medical Officer and other members of the management team to develop, implement and monitor clinical operations. Incumbent is responsible to work with other management team member to improve patient access, clinic flow, third party resource development and patient satisfaction. 6) Oversees pharmacy quality assurance and performance improvement activities using predetermined and established audit criteria 7) Oversees that all reports with recommendations for compliance are conveyed to the hospital Performance Improvement Committee and other departments as needed 8) Coordinates and reviews all pharmaceutical educational activities within the facility for clinical departments, medical and pharmacy students, and medical and pharmacy residents 9) Serves or designates staff to participate in various organizational committees which require Pharmacy Service contributions or monitoring. 10) Responsible for all pharmacy reports and maintains necessary legal records on control items and other prescriptions products. 11) Develops, implements and conveys to employees administrative policies, directives and procedures. 12) Ensures compliance with instructions received from the Chief Ancillary Officer, Chief Medical Officer and TCRHCC Leadership Council. 13) Must be able to recruit, hire and supervise a diverse skill of pharmacists, pharmacy technicians, pharmacy aides, support staff and very highly trained clinical pharmacy specialists, who are providing very complex pharmaceutical care services to a variety of patients and number different locations within the Facility. 14) Oversees the financial management of the pharmacy program Advises the Chief Ancillary Officer on organizational budget formulation through the identification of financial, personnel and supply requirements for the pharmacy program. 15) Advises the Chief Ancillary Officer on pharmacy personnel matters. Schedules and approves leave requests, sets level of performance expected and appraises employee performance against these standards. Resolves informal complaints of employees and refers those beyond immediate supervision to higher levels of management. 16) Establishes and maintains cooperative beneficial relationships with groups served by, related to, or involved with the pharmacy program. Resolves patient complaints related to pharmacy services of the corporation. 17) Establishes effective interpersonal relationships with all levels of TCRHCC personnel. Promotes an atmosphere that encourages enthusiasm and user participation in clinical computing systems 18) Creates a positive environment for reporting applications and/or system deficiencies and suggestions for system improvements and enhanced functionality 19) When necessary functions as staff Pharmacist; See Position Description for Pharmacist 20) Provides leadership in assessing, planning, directing and coordinating the departmental programs of TCRHCC that are conducive to effective and efficient management and operation of the department.. 21) Develops and manages budget for cost containment. 22) Monitors and reports revenues and expenses on an on-going basis. Takes appropriate action to ensure practice is within budgetary guidelines. Ensures appropriate information is gathered and transmitted in support of Revenue Cycle functions. 23) Evaluates efficiency of operations and quality of service. 24) Evaluate new equipment, recommend and justify the purchase of equipment and supplies. Assesses the pharmacy workflow and employs a sufficient number of personnel in accordance with the need to maintain sufficient pharmacy services. 25) Develops and updates policies and procedures for the effective and efficient management and operation of the department. 26) Provides leadership in creating a team environment for effective and efficient operations 27) Develops short and long range departmental plans and programs consistent with the organizational mission and vision, policies; and coordinates programs with other departments. 28) Administers continuous quality improvement program to evaluate quality, appropriateness and effectiveness of services provided 29) The Director has the responsibility to do critical analysis of systems and processes. 30) Reviews and assess periodic Patient and Employee Satisfaction Survey Reports with the Pharmacy Team. Forwards findings and corrective actions to the TCRHCC administration. 31) Develops implements and revises employee performance standards, ensuring that they are consistent with the duties and responsibilities contained in position descriptions. 32) Initiate actions for promotions, reassignments, status change, performance awards and disciplinary actions. Counsels employees regarding training and individual development plans. 33) Acquires and arranges for maintenance and proper functioning of equipment. 34) Implements knowledge of best practices in patient care and customer service. 35) Plans and coordinates preventive, health promotion, and educational programs for patients and their families. 36) Collaborates with interdisciplinary team to optimize health outcomes 37) Develops and implements staff development programs for the continued enrichment of the staff and the program. 38) Ensures standards of care are implemented and compliant with all state and federal regulations, standards of practice, and TCRHCC policies and procedures. 39) Maintains confidential, appropriate patient records in accordance with accepted standards, i.e. TJC, CMS 40) Supports the overall vision of a positive patient experience by achieving a positive balance of healthcare, cost outcomes, and patient satisfaction 41) Participates in continuing education programs and seminars to maintain current competency in Pharmacy related concepts. 42) Designs, coordinates and participates in clinical research (supportive, collaborative, and/or independent) and other special studies. 43) Responsible for electronic health records data entry pertinent to patient service role 44) Other duties as assigned or directed.
Qualifications: Education: Doctor of Pharmacy Degree or equivalent experience as determined by TCRHCC Experience: Ten years of pharmacy practice experience with at least three years of administrative pharmacy practice experience. Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. All employment references must address and indicate success in each one of the following areas: • Management of a progressive ambulatory pharmacy practice. • Management of a progressive institutional pharmacy practice. • Inventory Control. • Staff development and education. • Interdisciplinary focused relationships. • Demonstrated positive Team work experience. • Patient focused pharmacy services. • Positive Recommendations from other clinical departments which needs to include Nursing and Medical Staff Leadership • Reliable and dependable; reports to work as scheduled without excessive absences • Excellent verbal and written communication skills; capable of maintaining multiple communication channels • Moderate computer skills and literacy for communication, records, forms, ordering and statistical analysis • Able to respond appropriately in stressful situations • Possess management, budgeting and basic accounting skills • Demonstrated Administrative and Leadership Skills • Professional competence and critical thinking skills
