2016 Scholarship Awards to Date

The IHS Scholarship Program is currently awarding scholarships for the 2016 – 2017 school year. For new scholarship applicants, the scholarship application cycle began in mid-December 2015 and ran through March 28, 2016. In addition, the program held three online chat sessions to assist scholarship applicants with the application process. Unfortunately, most scholarship applicants started the online application process during the last few weeks of the application cycle and many were unable to obtain the required supporting documentation, such as transcripts and faculty evaluations, needed to complete their scholarship application by the deadline.

A total of 2,242 students started the online application and 1,238 students submitted their online application by the application deadline. Scholarship Program Analysts evaluated the submitted applications and supporting documents and found 445 applications to be complete and eligible for review.

Three members of the Review Committee evaluated each application, looking at transcripts, faculty evaluations and responses to essay questions. Reviewers scored the applications on a scale of 0 to 100 points. The reviewer scores are averaged and applications scoring 70 to 100 points were considered for funding. This year, 377 of the 445 new applications received a score of 70 or greater. The applications with a score of 70 or greater are then sorted by discipline (nurse, pharmacist, pre-nursing), year, semester of graduation and score. Awards are made for those graduating the soonest (applicants graduating or completing training in Fall 2016 are awarded before those in Spring 2017).

The Scholarship Program offered scholarship awards to 175 extension scholarship applicants and hopes to make approximately 130 new scholarship awards. Students are notified of the award by email and letter and have until mid-August to accept or decline the scholarship award.

National Combined Councils Meeting Notes

The Recruitment and Retention Workforce Development Workgroup (RRWDW) met for almost five hours with more than 50 participants at the National Combined Councils (NCC) Meeting June 20 – 23 in San Diego. In attendance were Facility CEOs, CMOs and other Area leaders. Workgroup leadership received excellent input from the field on their priorities for the coming year. Among topics discussed:

  • Implementing entrance and exit interviews or surveys as part of improved Retention activities.
  • Increasing collaboration between IHS DHPS and the National Health Service Corps (NHSC). As of June 2016, there are 406 NHSC scholars and loan repayment recipients working at IHS and Tribal sites. IHS and Tribes have 682 sites and 309 positions advertised on the NHSC Jobs Center website.
  • Exploring the possibility of offering salaries above the maximum as a recruitment incentive for certain disciplines or facilities/locations.
  • Developing IT systems to improve credentialing, background investigations and ethics, as well as applicant tracking and pre-recruitment activities.
  • Leveraging social media and YouTube with videos to make the application process easier.
  • Considering expanding the IHS Loan Repayment Program (LRP) funding for laboratory staff.

Community Liaisons: Paving the Way for Incoming Indian Health Professionals is a glossy eight-page guide that serves as a companion piece to the New Hire Successful Transition QRG. The brochure focuses on the liaison’s role as both Ambassador and mentor, helping to improve retention rates by preparing facility staff, Tribal leaders and the local community to welcome and support new health care staff.
