Background:
There are many HVAC and other units on the roof that need servicing and the only access is by ladder.

Lessons Learned:
A stair under the control of maintenance staff is the minimum for safe convenient access to the roof with tools and supplies.

Recommended Action:
Initiate a project and install a secure stair to the roof for routine maintenance and repair.
