Subject: HHS Policy on Promoting Efficient Spending: Use of Appropriated Funds for Conferences and Meetings, Food, Promotional Items, and Printing and Publications

Purpose

IHS will implement the HHS Policy on Promoting Efficient Spending Exit Disclaimer: You Are Leaving www.ihs.gov : Use of Appropriated Funds for Conferences and Meetings, Food, Promotional Items, and Printing and Publications which promote the Department's commitment to comply with appropriations law and act in a fiscally responsible manner by minimizing our administrative costs to perform our mission critical functions in the most efficient, cost effective way. The new policy applies to IHS Grants and Cooperative Agreements. The policies are effective immediately and apply to all new obligations and all funds appropriated by Congress (whether from an annual appropriation, multi-year appropriation, appropriated user fee, mandatory appropriation, gift funds, or reimbursements from such appropriations, etc.).

Background

The January 3, 2012 policy on the use of appropriated funds for conferences and meeting space implements HHS' policies and establishes its internal controls on this spending in accordance with the OMB memorandum as well as Executive Order on Promoting Efficient Spending ( EO 13589) Exit Disclaimer: You Are Leaving www.ihs.gov , which informs agencies to make all appropriate efforts to conduct business and host or sponsor conferences in space controlled by the Federal Government, wherever practicable and cost effective. HHS recently issued new policies for the support of conferences and meetings, food, promotional items, and printing and publications. As such the Indian Health Service (IHS) announces revised policies for conferences and meetings, as detailed in this Notice. All IHS grantees upon withdrawing federal funds awarded to their organizations agree to abide by all HHS policies and regulations.
