GENERAL EXHIBIT 1-5.1L

SUBJECT:  INDIAN HEALTH SERVICE GRANTS ADMINISTRATION OFFICER

The following delegation is made pursuant to the authorities under the Indian Health Care Improvement Act, P.L. 94-437 and Sections 3381 [254r] of the Public Health Service Act, P.L. 95-83, delegated to the Director Indian Health Service, and to the authorities under Title I of the Indian Self-Determination and Education Assistance Act, P.L. 93-638, delegated to the Director, Indian Health Service.  Pursuant to the authority vested in the Director, Indian Health Service, by the Reorganization Order of January 4 1988, (52 FR 47053), which elevated the Indian Health Service to a PHS Agency, I hereby delegate the following authorities as indicated below:

The Director, Division of Acquisition and Grants Administration, Office of Administration and Management, Indian Health Service (IHS), is designated Chief Grants Management Officer for the Indian Health Service in accordance with the Public Health Service policy found at PHS Grants Administration Manual, Part l, Chapter 3.

AUTHORITY TO REDELEGATE

The Grants Management Officer, IHS, may delegate the performance of the functions set forth in Grants Administration Manual, Part 1, Chapter 3 PHS l-03-20, and the authority described in PHS l-03-108 to a grants officer in the Division of Acquisition and, Grants Administration, IHS.

SUPERSESSION

This delegation supersedes Exhibit l-5.2E-2, Subject:  Indian Health Service Grants Administration Officer, Part 1, Chapter 5, Delegations of Authority, transmittal Notice 85.2, dated November 5, 1984,

EFFECTIVE DATE.

This designation is effective upon date of signature.
